Compliance and Leadership for Upper Level Management

This session, designed for HSS & E professionals, compliance professionals, their supervisors, executives and vessel and facility owners and operators, focuses on the concept that most compliance problems are related to lack of implementation which can be traced to basic leaderships issues at all levels of the company. This is not an examination of any particular regulation but sets the ground work for individuals to establish a fully compliant program at all levels for the company. Discussions focus on the regulatory process, applicability, research, implementation strategies, and achieving buy-in from all levels. Accountability and legal implications of non-compliance for individuals, as well as the company, are also covered topics.

Leadership and Management for the Mariner

The role of the mariner is constantly evolving. In addition to the traditional roles and responsibilities, regulatory programs now require mariners to manage complicated safety and security programs. No longer is a captain’s job description solely to “drive the boat.” In most cases the master of the vessel is the key to compliance, or non-compliance, for the company. This course is specifically designed, through lectures and role playing, to train mariners in the responsibilities they hold as licensed mariners and masters of vessels, and to inspire the leadership that is required of today’s mariners in order to operate compliant and successful companies.

Maritime Security Training (CSO/VSO/FSO)

The course is based on the International Maritime Organization (IMO) model courses. It meets all the requirements of the Maritime Transportation Security Act (MTSA) and Coast Guard regulations found in 33CFR subchapter H, as well as the International Ship and Port Facility Security Code (ISPS). Additional modules include: an analysis of maritime terrorism; how to research the Code of Federal Regulations; Navigation and Vessel Inspection Circulars (NVICs); local policy directives; as well as the best way to deal with the Coast Guard inspector. All applicable reference materials are provided to each trainee.

Facility Personnel with Security Duties

Security guards “hold the keys” to your facility, and are a critical piece of the compliance puzzle when it comes to access control and monitoring. This course is designed to train all facility personnel with security duties as required by federal regulations. It meets all the requirements of the Maritime Transportation Security Act (MTSA) and Coast Guard regulations found in 33CFR subchapter H, as well as the International Ship and Port Facility Security Code (ISPS).

Advanced Topics in Maritime Security

This session is designed for individuals who have already received some form of maritime security officer training, or who has been serving in those positions for some time. Topics covered are ones that are most often overlooked during training, implementation, and enforcement, such as: screening, applicability and definitions, study of maritime threats and those who pose those threats, intelligence, conducting security risk assessment using risk assessment tools, the intent of performance based regulations, secure and restricted area designation, and defending your plan to regulatory personnel, and regulatory dispute resolution.

Maritime Security for Enforcement Personnel

The course, designed specifically for U.S. Coast Guard enforcement personnel goes into great detail on the background of the threats, how the regulations came to be, the intent of the regulations, and other "big picture" issues. It also covers all of the required knowledge factors for CSO, VSO (SSO) and (P)FSO. The overall intent of this training is to provide regulatory inspectors a broad prospective of the overall importance of these regulations, as well as an in-depth knowledge of CSO, VSO and FSO training requirements in order to properly assess the level of training of those appointed as CSO, VSO (SSO) or (P)FSO. It is not a step by step examination of the regulations or ISPS code, but rather it provides background knowledge necessary to take a critical look at what the industry has implemented and determine if such measures meet the letter and intent of the regulations.
